To the 85th anniversary of the Yuryev-Polish Industrial and Humanitarian College, 2014 is an anniversary year for the Yuryev-Polish Industrial and Humanitarian College. We are 85 years old. Our educational institution is approaching this event with a new composition. September 1, 2012 is an important date for the college. It was on this day that by order of the governor of the Vladimir region N.V. Vinogradov laid the foundation for the existence of a new educational institution of secondary vocational education - the Yuryev-Polsky Industrial and Humanitarian College. The basis of the new educational institution was the merger of two state institutions: a pedagogical college and a vocational school. One of them is on the way to its centenary, the other is much younger, but each rightfully takes its rightful place in the list of educational institutions in the region. Before the revolution, teachers were trained in teachers' seminaries. Our college traces its history back to the Kirzhach Teachers' Seminary, which after the revolution was transferred to the city of Alexandrov, renamed the Pedagogical College. On October 24, 1929, by the decision of the Presidium of the Regional Executive Committee of the Ivanovo Industrial Region, the Yuryev-Polsky Pedagogical School was opened by transferring the technical school from the city of Alexandrov. Our educational institution is currently the oldest institution in the Vladimir region that trains professional teaching staff. In total, during the 30s of the 20th century, there were over 500 pedagogical schools in the country. For decades, those wishing to study at the Pedagogical College (as it was previously called) underwent a rigorous selection process in the process of passing entrance exams. Knowledge of the Russian language and mathematics, as now, was decisive for enrollment in the list of students. The exams were held in several “streams” and only the most worthy began to study. The first groups (they were called classes in school) of future teachers were large, sometimes 40 people were present in the class. In terms of social composition, more than 60% of students came from peasant backgrounds. The Pedagogical College provided the opportunity to receive education not only in the full-time department, but also in the correspondence department and in the form of external studies. In the first years of its existence, our educational institution worked using the project method, which was later abandoned. The lesson became the main form of organizing the educational process only in 1931. A huge role in the history of the pedagogical college of the thirties was played by the Komsomol and trade union organizations, which bore the burden of ideological education of future teachers through the organization of lecture halls. Thus, in the 1948–1949 academic year, the trade union organization read 40 reports, watched and discussed 4 films, and held 2 reading conferences. During the period from 1929 to 2012, the student population increased more than 5 times from 115 to 600 people. The number of teachers also increased significantly (in 1929 there were only 10). Over more than 80 years of existence, the educational institution has trained tens of thousands of highly professional specialists for public education. There is no place on the vast territory of Russia where our graduates would not end up, but most of them work in the Vladimir region. Many of them were awarded government awards and honorary titles. The college is proud of its graduates: Heroes of the Soviet Union Rachkov P.A., Pulov G.I., Hero of Socialist Labor Zinoviev A.V., Doctor of Historical Sciences Spiridonov M.V., Doctor of Philological Sciences Potapov I.A. and many other famous people. In 1979, by decree of the Presidium of the Supreme Council of the RSFSR, the school was awarded a diploma of honor, and in 1993 it received the status of a college. The educational institution has become a multifunctional, multidisciplinary center for training young competitive specialists of an advanced level. Since the 2011-2012 academic year, training in industrial professions has been carried out by the department of primary vocational education - a former vocational school, which also has its own glorious history. SPTU No. 38 was founded in September 1985 as a branch of vocational school No. 32 in the village of Bavleny, and from January 1, 1986, the branch became independent according to the order of the RSFSR State Committee for Vocational Education dated October 25, 1985. Great assistance in the formation of the school, The creation of its material base was supported by SPTU No. 32 in the village of Bavleny, the financial technical school of Yuryev-Polsky, and the district agriculture department. In the early years, the school trained tractor drivers of a wide range of skills, masons, and assemblers to work with steel and reinforced concrete structures. In 1998, PU No. 38 was merged with PU No. 46, a former factory apprenticeship school founded in the fall of 1926 at the Avangard factory to prepare qualified personnel - weavers and finishers - for work in Soviet production. The history of FZU itself is inextricably linked with the history of the factory, its growth and development. In the thirties, up to 380 people studied here annually. The technical literacy of students was combined with their general educational training. Many graduates subsequently became foremen and site managers in production. Professional competence, initiative and great hard work of the team of teachers and industrial training specialists are the leading components of the success of educational work with modern youth and adolescents. Currently, Yuryev-Polsky Industrial and Humanitarian College provides the opportunity to receive secondary vocational, primary vocational and additional education in full-time, part-time forms of study, as well as external studies and an individual plan on a budgetary basis. The college provides training in the following specialties: “Fine arts and drawing”, “Teaching in primary grades”, “Physical education”, “Pre-school education”. II. Organization of admission of citizens to college

21. Organization of admission based on the results of the unified state exam, including organization of entrance tests, additional entrance tests for training in mastering basic professional educational programs of secondary vocational education, organization of admission of citizens for training in mastering basic professional programs of primary vocational education is carried out by the admissions committee college (hereinafter referred to as the admissions committee).

The chairman of the admissions committee is appointed by the director of the college.

22. To organize and conduct entrance examinations and additional entrance examinations, the chairman of the admissions committee creates subject examination and appeal commissions.

23. The procedure for the formation, composition, powers and activities of the admissions, subject examination and appeal commissions is regulated by provisions approved by the director of the college.

24. The work of the admissions committee and office work, as well as the personal reception of applicants and their parents (legal representatives) are organized by the executive secretary, who is appointed by the director of the college.

25. When admitting to a college, the college director ensures that the rights of citizens in the field of education, established by the legislation of the Russian Federation, are respected, the work of the admissions committee is transparent and open, and the assessment of applicants’ abilities and aptitudes is objective.

26. The admissions committee monitors the accuracy of information about participation in the unified state exam, the results of the unified state exam, and also has the right to check other documents submitted by applicants.

Control over the reliability of information about the participation of applicants in the unified state examination is carried out by sending to the federal database about the participants in the unified state examination and about the results of the unified state examination a corresponding request about the participation of the applicant in the unified state examination, about confirmation of the correctness of information about the results of the unified state examination.

III. Organization of informing applicants

27. The college announces the admission of citizens for training in basic professional educational programs of primary and secondary vocational education only if they have a license to conduct educational activities in these educational programs.

28. In order to familiarize the applicant and his parents (legal representatives) with the charter of the college, the license for the right to conduct educational activities, with a certificate of state accreditation of the educational institution for each of the specialties, giving the right to issue a state-issued document on primary and secondary vocational education, the main professional educational programs of primary and secondary vocational education implemented by the college, and other documents regulating the organization of the educational process and the work of the admissions committee, the college places these documents on the information stand, its official website: www. u*****.

29. Before accepting documents, the college announces the following:

30. The information mentioned in paragraphs 28 and 29 of these Rules is posted on the information board of the admissions committee and the official website of the college.

During the period of accepting documents, the college admissions committee informs daily about the number of applications submitted, the competition and entrance examinations for each specialty or profession, and organizes the functioning of special telephone lines to answer all applicants’ questions.

IV. Reception of documents from applicants

31. Admission to college for basic professional educational programs of primary vocational education is carried out on the personal application of citizens.

Acceptance of applications to the college for full-time primary vocational education is carried out from June 1 to August 30, and if there are free places, acceptance of documents is extended until December 25 of the current year.

32. Acceptance of documents for training in basic professional educational programs of secondary vocational education begins on June 1 and ends on August 15 of the current year (with the exception of accepting documents from persons applying for basic general education and for correspondence education).

Acceptance of documents on the basis of basic general education and for correspondence education begins on June 1 and ends on August 15 of the current year. If there are free places, the acceptance of documents is extended until September 10 of the current year.

Applicants who do not have the results of the Unified State Exam must register before July 5 to take the Unified State Exam in accordance with the procedure for conducting the Unified State Exam, approved by order of the Ministry of Education and Science of the Russian Federation dated January 1, 2001 No. 57 (registered by the Ministry of Justice of the Russian Federation on 26 March 2009, registration No. 000).

33. Admission to the college for training in basic professional educational programs of primary and secondary vocational education is carried out upon the personal application of applicants.

An applicant has the right to submit an application simultaneously to several educational institutions, for several specialties, for various forms of education, which implement basic professional educational programs of primary and secondary vocational education in college, as well as simultaneously for budget-funded places and places under contracts with payment of tuition fees .

34. When applying for admission to a college for the basic professional educational program of initial vocational education, the applicant presents the following documents:

Identity documents of a citizen of the Russian Federation;

Identification documents of a foreign citizen in the Russian Federation in accordance with Article 10 of the Federal Law of January 1, 2001 “On the Legal Status of Foreign Citizens in the Russian Federation” (Collected Legislation of the Russian Federation, 2002, No. 30, Art. 3032);

The original of a state-issued document on education (or its duly certified photocopy) or the original of a duly legalized document of a foreign state on education, recognized in the Russian Federation as equivalent to a state-issued document on the appropriate level of education (or its duly certified photocopy);

6 photos (3x4);

A duly certified translation into Russian of a foreign state’s document on education;

A copy of the visa to enter the Russian Federation, if a foreign citizen arrived in the Russian Federation on an entry visa.

Admission to training is carried out taking into account the list of medical contraindications to work and industrial training. Medical selection of persons entering the basic professional educational program of initial vocational education is carried out on the basis of certificates from medical institutions of the established form with a doctor’s conclusion on professional suitability.

35. When applying for admission to a college for the main professional educational program of secondary vocational education, the applicant presents:

When enrolling on the basis of basic general education - identification documents (original or photocopy), at your discretion, original or photocopy of a state-issued education document (certificate), 6 photographs (3x4);

When enrolling on the basis of secondary (complete) general education or primary vocational education - identification documents (original or photocopy), at your discretion, an original or photocopy of a state-issued education document (certificate or diploma), an original certificate of the results of the unified state exam or a photocopy of it (for applicants based on the results of the unified state exam), 6 photographs (3x4);

When enrolling on the basis of primary vocational education, secondary vocational education, higher vocational education for training under an abbreviated program - identification documents (original or photocopy), at your discretion, the original state document on education or its photocopy, 6 photographs (3x4) .

Persons who have completed conscription military service and have been discharged from military service, who have the right, within a year after discharge from military service, to use the results of the unified state exam that they passed during the year before conscription for military service, present a military ID upon admission to college.

36. Persons who have special rights for admission to college, established by the legislation of the Russian Federation, submit, at their discretion, the original or photocopy of the relevant documents when submitting an application.

Disabled children, disabled people of groups I and II, who, in accordance with paragraph 3 of Article 16 of the Law of the Russian Federation "On Education", have the right to admission to college without competition, subject to successful completion of entrance examinations, submit at their discretion the original or a photocopy of a certificate of disability and conclusions on the absence of contraindications for studying at a pedagogical college, issued by the federal institution of medical and social examination.

37. When applying for a basic professional educational program of secondary vocational education, applications are accepted from persons who have a state-issued document on secondary (complete) general education, basic general education, primary vocational education, secondary vocational education or higher vocational education.

38. In the application, applicants indicate the following information:

1) last name, first name, patronymic;

2) date and place of birth;

3) details of the document proving his identity, when and by whom it was issued;

4) place of residence;

5) information about the previous level of education and the education document confirming it;

6) specialty(s) or profession(s) for which he plans to enroll in college, indicating the form of education and training conditions (budget places, places under contracts with payment of tuition fees);

7) information about passing the unified state exam and its results or about the place where the unified state exam is taken during additional dates for the unified state exam (if there are several results of the unified state exam, the validity period of which has not expired, the applicant indicates in the application what results of the unified state exam exam and in what general education subjects it is used);

information about passing the state (final) certification and its results;

8) presence/absence of a diploma of the winner or prize-winner of the corresponding Olympiad for schoolchildren (if available, indicating the name of the Olympiad, details of the diploma of the winner or prize-winner of this Olympiad);

9) the presence/absence of special rights when entering college established by the legislation of the Russian Federation (if any, indicating such a right and information about the document confirming the existence of such a right);

10) need for hostel accommodation.

The application also records the fact of familiarization (including through public information systems) with the charter, license for the right to conduct educational activities, and the certificate of state accreditation of the college and its annexes for the chosen specialty or the absence of this certificate and is certified by the personal signature of the applicant.

The applicant’s signature also records the following:

Receiving secondary or primary vocational education at this level for the first time;

Familiarization (including through public information systems) with the date of submission of the original state document on education;

Familiarization (including through public information systems) with the rules for filing an appeal upon admission to the first year based on the results of entrance tests conducted by the college independently, additional entrance tests;

Consent to the processing of your personal data in the manner established by the Federal Law of 01/01/01 “On Personal Data”.

When submitting an application, an applicant has the right to use a sample posted on the official website of the college, or a sample posted in the federal state information system “Unified portal of state and municipal services (functions).”

If an applicant submits an application that does not contain all the information provided for in subparagraphs 1-10 of this paragraph, and (or) information that does not correspond to reality, the college returns the documents to the applicant.

39. Charging a fee from applicants when submitting documents, as well as requiring applicants to provide originals of a state-issued education document, a certificate of the results of the unified state exam, or to provide other documents not provided for by these Rules, is prohibited.

40. Persons entering the target places, along with the documents specified in paragraphs 34, 35 of these Admission Rules, present the original state document on education.

41. The application for admission, as well as the necessary documents, can be sent to applicants through public postal operators, as well as in electronic digital form, in accordance with the Federal Law of 01.01.01 “On Electronic Digital Signature”, Federal Law of 01.01.01 “On information, information technologies and information protection”, Federal Law of July 7, 2003 “On Communications”. The date of sending the documents must be no later than August 5 of the current year.

Acceptance of documents sent through public postal operators:

Full-time entry into primary vocational education ends on August 30 of the current year.

41.1. When sending documents through public postal operators, the applicant encloses with the application for admission photocopies of documents proving his identity and citizenship, a photocopy of a state-issued education document, as well as other documents provided for by these Admission Rules.

41.2. Documents are sent by mail arriving through public postal operators with a notification and a list of the contents. The notification and inventory of the attachment are the basis for confirming the acceptance of the applicant’s documents.

42. A personal file is opened for each applicant, in which all submitted documents and materials for additional entrance examinations and entrance examinations are stored (including an extract from the protocol of the decision of the college appeal commission).

Personal files of applicants are kept at the college for six months from the date of acceptance of documents.

43. When submitting documents in person, the applicant is given a receipt for acceptance of documents.

44. Applicants who have submitted deliberately false documents to the admissions committee bear responsibility under the legislation of the Russian Federation.

V. Entrance tests

45. When admitting citizens entering on the basis of secondary (complete) general education for training in basic professional educational programs of secondary vocational education, two entrance tests are mandatory for all categories of applicants, one of which is Russian as the state language of the Russian Federation, the second is in accordance with the List of entrance tests.

Upon admission:

for specialty the results of the unified state exam in Russian language and mathematics are taken into account;

for specialty 050141 Physical culture the results of the unified state exam in Russian language and biology are counted, and an additional entrance test in general physical training is conducted;

for specialty the results of the unified state exam in Russian language and literature are counted, and an additional entrance test in drawing is conducted;

for specialty 050146 Teaching in primary school (correspondence education), the results of the unified state exam in Russian language and mathematics are taken into account, or in the absence of results of the unified state exam, entrance examinations are conducted in the form of an exam in the Russian language (dictation) and mathematics (orally).

46. ​​When admitting persons with secondary (complete) general education received before January 1, 2009, for training in basic professional educational programs of secondary vocational education, two entrance tests are established: one of which is Russian as the state language of the Russian Federation, the second is in accordance with the List of entrance tests.

Upon admission:

for specialty 050146 Teaching in primary school entrance examinations are carried out in the form of an exam in the Russian language (dictation) and mathematics (oral);

for specialty 050141 Physical culture entrance tests are carried out in the form of an exam in the Russian language (dictation) and biology (orally), an additional entrance test in general physical training;

for specialty 050139 Fine arts and drawing Entrance tests are carried out in the form of an exam in the Russian language (dictation) and literature (orally), an additional entrance test in drawing.

47. Persons who have graduated from an educational institution of secondary (complete) general education with a gold or silver medal are admitted to college:

If applicants did not participate in the Unified State Exam in the Russian language in May-June of the current year, then they take the Unified State Exam at the admission stage;

Based on the results of additional entrance tests in the form of an exam in drawing (specialty "Fine Arts and Drawing"), general physical training (specialty "Physical Education").

48. The results of all entrance tests, including additional entrance tests, are assessed on a 100-point scale.

49. Entrance tests are conducted in writing - in the Russian language (dictation); orally - in mathematics, literature, biology. Additional entrance tests: drawing - in the specialty "Fine Arts and Drawing", physical education - general physical training - in the specialty "Physical Education".

50. Additional entrance examinations are held from July 15, August 15 of the current year.

51. During entrance examinations and additional entrance examinations, a calm and friendly atmosphere is ensured, and applicants are given the opportunity to fully demonstrate the level of their knowledge and skills.

52. It is prohibited to count final exams in college preparatory courses as entrance examinations or additional entrance examinations.

If an applicant participates in a competition based on the results of the Unified State Exam, he is not allowed to take entrance tests conducted by the college independently.

The results of entrance tests for admission to full-time education are recognized by the college as the results of entrance tests for other forms of education and (or) conditions of study.

53. The schedule of entrance examinations, additional entrance examinations (subject, date, time, examination group and place of the examination, consultations, date of announcement of results) is approved by the chairman of the admissions committee or his deputy and is brought to the attention of applicants no later than June 20.

54. For applicants to budget-funded places (by general competition, by targeted admission, who have the right to non-competitive admission), as well as places under contracts with payment of the cost of training for a certain specialty, the same entrance tests are carried out.

55. Persons who collected documents after the completion of the acceptance of documents, including those who received a result in entrance tests or additional entrance tests below the established minimum number of points, confirming the successful completion of entrance tests or additional entrance tests, are eliminated from the competition.

56. Persons who did not appear for entrance examinations, additional entrance examinations for a valid reason (illness or other circumstances confirmed by documents) are allowed to attend them in parallel groups, at the next stage of entrance examinations, additional entrance examinations or individually until they are completely completed.

VI. The procedure for conducting entrance tests for persons
applicants on the basis of basic general education and primary vocational education of the relevant profile

57. When admitting persons entering on the basis of basic general education to study in basic professional educational programs of secondary vocational education, the college establishes two entrance tests: in the Russian language and an entrance test from the List of entrance tests: in biology, literature, mathematics. Upon admission:

for specialty 050146 Teaching in primary school entrance examinations are carried out in the form of an exam in the Russian language and mathematics, the results of the state (final) certification in the Russian language and mathematics are counted;

for specialty 050141 Physical culture entrance tests are carried out in the form of an exam in the Russian language and biology, the results of the state (final) certification in the Russian language, biology, and an additional entrance test in general physical training are taken into account;

for specialty 050139 Fine arts and drawing entrance tests are carried out in the form of an exam in Russian language and literature, the results of the state (final) certification in the Russian language, an additional entrance test in drawing are counted;

for specialty 030912 Law and organization of social security entrance examinations are carried out in the form of an exam in the Russian language and history of Russia, the results of the state (final) certification in the Russian language are counted;

for specialty 230701 Applied informatics (industry: economics) entrance examinations are carried out in the form of testing in computer science and information and communication technologies, in the form of an exam in the Russian language, mathematics; The results of the state (final) certification in Russian language and mathematics are counted.

58. All entrance tests for admission on the basis of basic general education (except for additional entrance tests) are carried out in accordance with the educational programs of basic general education. It is unacceptable to include in the entrance examination program questions that are not reflected in the federal state educational standard for basic general education.

59. Persons who have graduated from an educational institution of basic general education with a certificate with honors are accepted:

Admission to college based on the results of the State Examination in the Russian language, if applicants participated in the State Examination in May-June of the current year and scored 70 or more points in this subject;

If applicants did not participate in the State Examination in the Russian language in May-June of the current year, then they pass an entrance test in the Russian language at the admission stage;

To college based on the results of additional entrance tests in the form of a drawing exam (specialty "Fine Arts and Drawing"), general physical training (specialty "Physical Education"); based on the results of testing in computer science and information and communication technologies (specialty “Applied Informatics (industry: economics).”

60. For persons entering on the basis of basic general education, the college counts the results of entrance examinations of a given calendar year to another educational institution as the results of entrance examinations.

61. The college establishes the number and list of entrance examinations for the admission of persons with primary vocational education of the relevant profile, secondary vocational education or higher vocational education, including for training in an abbreviated program:

for specialty 050146 Teaching in primary school entrance examinations are carried out in the form of an exam in Russian language and mathematics (in the absence of results of the unified state exam), the results of the unified state exam in Russian language and mathematics are counted;

for specialty 050141 Physical culture entrance tests are carried out in the form of an exam in the Russian language and biology (in the absence of the results of the unified state exam), the results of the unified state exam in the Russian language and biology are counted, and an additional entrance test in general physical training is conducted;

for specialty 050139 Fine arts and drawing entrance tests are conducted in the form of an exam in Russian language and literature (in the absence of results of the unified state exam), the results of the unified state exam in Russian language and literature are counted, and an additional entrance test in drawing is conducted;

for specialty 050139 Teaching in primary school (correspondence education) entrance examinations are carried out in the form of an exam in the Russian language (dictation) and mathematics (oral) or the results of the unified state exam in the Russian language and mathematics are taken into account.

62. Persons who have graduated from an educational institution of primary vocational education with a diploma with honors are admitted to college:

Based on the results of the Unified State Exam in the Russian language, if applicants participated in the Unified State Exam in May-June of the current year and scored 70 or more points in this subject;

If applicants did not participate in the Unified State Examination in the Russian language in May-June of the current year, then they pass an entrance test in the Russian language at the admission stage;

Based on the results of additional entrance tests in drawing (specialty "Fine Arts and Drawing"), general physical training (specialty "Physical Education").

63. Entrance tests are conducted in two streams as examination groups are formed from among those who have submitted documents for admission to the college: 1st stream - from July 15 of the current year, 2nd stream - from August 15 of the current year.

When organizing the admissions test in several streams, the applicant is not allowed to take part in the admissions tests again.

64. Persons who did not appear for entrance examinations without a valid reason, as well as those who collected documents during the period of entrance examinations, are excluded from the competition and are not enrolled in the college.

Retaking the entrance test after receiving an unsatisfactory grade and retaking the entrance test in order to improve the grade are not allowed.

VII. Features of admissions tests

for citizens with disabilities

65. Citizens with disabilities, if they do not have the results of the unified state exam, take entrance tests determined by the college in accordance with the List of entrance tests, and additional entrance tests in the form established by the college independently, taking into account the characteristics of psychophysical development, individual capabilities and condition health of such applicants.

66. The entrance test in the Russian language is carried out in the form of a dictation.

67. When conducting entrance examinations, the following requirements are ensured:

entrance examinations are held in a separate audience, the number of applicants in one audience should not exceed: when passing the entrance examination in writing - 12 people; when passing the entrance test orally - 6 people. It is allowed for a larger number of applicants with disabilities to be present in the audience during the entrance test, as well as for admission tests for people with disabilities to be held in the same audience together with applicants who do not have disabilities, if this does not create difficulties for applicants when passing entrance test;

the duration of entrance examinations, at the request of the applicant, can be increased in relation to the time of the unified state exam in the relevant general education subject, but not more than by 1.5 hours;

the presence of an assistant who provides applicants with the necessary technical assistance, taking into account their individual characteristics (take a workplace, move, read and complete an assignment, communicate with the examiner);

applicants are provided with printed regulations containing the specifics of conducting entrance examinations;

applicants, taking into account their individual characteristics, can use the technical means they need during the entrance test;

material and technical conditions must ensure the possibility of unhindered access for applicants to classrooms, toilets and other premises, as well as their stay in these premises (presence of ramps, handrails, widened doorways; in the absence of elevators, the auditorium is located on the ground floor, the presence of special chairs and other devices ).

Additionally, when conducting entrance examinations, the following requirements are ensured, depending on the category of applicants with disabilities:

a) for the visually impaired:

individual uniform lighting of at least 300 lux is provided;

those arriving to complete tasks are provided with a magnifying device if necessary;

tasks to be completed, as well as regulations containing the specifics of conducting entrance examinations, are drawn up in a larger font size 16-20;

b) for the deaf and hard of hearing:

the availability of sound amplification equipment for collective use is ensured;

entrance examinations, at the request of the applicant, can be conducted in written form;

c) for persons with musculoskeletal disorders:

written tasks are completed on a computer with specialized software or dictated to an assistant;

At the request of the applicant, all entrance examinations can be conducted orally.

VIII. General rules for filing and reviewing appeals

68. Based on the results of the entrance test, additional entrance test, the applicant has the right to submit to the appeal commission a written appeal about a violation, in his opinion, of the established procedure for conducting the test and (or) disagreement with its (their) results (hereinafter referred to as the appeal).

If the entrance test is conducted in writing, the applicant can familiarize himself with his work on the day the results are announced.

69. Consideration of the appeal is not a retake of the exam. During the consideration of the appeal, only the correctness of the assessment of the results of passing the entrance test is checked.

70. The appeal is submitted by applicants in person the next day after the announcement of the exam grade. In this case, the applicant has the right to familiarize himself with his examination work. The Admissions Committee accepts appeals throughout the working day.

Consideration of appeals is carried out within a day after the day of familiarization with the examination work.

71. When considering entrance examinations and additional entrance examinations, it is recommended to include representatives of executive authorities in charge of education as independent experts in the appeal commission.

72. The applicant has the right to be present during the consideration of the appeal.

The applicant must have with him an identification document and an examination sheet.

73. One of his parents or legal representatives has the right to be present with a minor applicant (under 18 years of age), except for minors recognized in accordance with the legislation of the Russian Federation as fully capable until reaching adulthood.

74. After considering the appeal, the appeal commission makes a decision on the exam grade (both in the case of an increase or a decrease).

75. If disagreements arise, a vote is held in the appeal commission, and the decision is approved by a majority vote.

The decision of the appeal commission, documented in the protocol, is brought to the attention of the applicant (against signature).

IX. The procedure for organizing a targeted reception

76. Targeted admission is carried out on the basis of a separate competition among citizens sent by state authorities and local governments to target places specially allocated by the college within the budget places.

The number of places for targeted admission for each specialty is determined no later than a month before the start of accepting documents and should not exceed 30% of the total number of budget places for each specialty; applicants and the public are notified about this.

If it is necessary for the college to establish a higher proportion of applicants for targeted admission, it is agreed with the founder - the Department of Education of the Administration of the Vladimir Region.

77. The number of target places cannot be increased during the acceptance of documents, entrance examinations and enrollment.

78. If the parties agreeing with the college do not ensure competition for target places, the admissions committee reduces the number of allocated target places, notifies the relevant state or municipal authorities and applicants for the target places.

79. Persons who did not pass the competition for the target places may, based on the available results of entrance examinations and the unified state exam, be accepted for any form of education (full-time, part-time, external studies) at the college.

80. Target places left vacant after passing entrance examinations and enrollment are provided to persons participating in the general competition.

All procedures for targeted admission are documented in the protocols of the college admissions committee.

X. College Enrollment

81. Enrollment is carried out after completion of entrance examinations, including additional entrance examinations, and ends no later than 5 days before the start of classes.

An order for the admission of persons entitled to admission without entrance examinations is issued five days after the completion of the acceptance of documents and is posted on the information stand of the admissions committee and the official website of the college. At the same time, persons entitled to admission without entrance examinations are required to provide the original state-issued education document within these five days upon completion of receiving documents.

82. The interval between the end date of entrance examinations and the date of submission of the original state document on education for applicants to budget-funded places is at least seven calendar days.

83. Upon written application of the applicants, the original state document on education, other documents submitted by the applicant, are returned by the college within the next working day after submitting the application. For the delay, as well as for the untimely issuance of the original state document on education, the director of the college, as well as the executive secretary of the admissions committee, are responsible for failure to perform or improper performance of duties in the manner established by the legislation of the Russian Federation.

84. The date of completion of entrance examinations is considered to be the moment of announcement at the stand of the selection committee, the official website of the college of a list of persons by name indicating the number of points scored, the admission of which is considered by the selection committee according to various conditions of admission (hereinafter referred to as the list by name).

85. Within a day after the announcement of the list of surnames, the college posts on the official website the deadlines for submitting the original state document on education.

86. Within seven days after completion of the entrance examinations, the applicant submits:

when enrolling in budget-funded places, - the original state document on education and a certificate of the results of the unified state exam, 6 photographs 3x4;

when enrolling in places under contracts with payment of tuition fees:

for studying as a student - original state document on education, 6 photographs 3x4;

for training as a student - a certified photocopy of a state document on education, 6 3x4 photographs, a certificate from the educational institution where he is a student.

In this case, the applicant who sent documents through public postal operators, when presenting the original state document on education, presents the original document proving his identity, a photocopy of which was sent through public postal operators.

87. When enrolling for the simultaneous parallel development of two main professional educational programs of secondary vocational education (in one or different educational institutions), the original state-issued document on education upon enrollment is presented as an applicant of his choice to the main professional educational program of secondary vocational education in which he will study as a student. When enrolling in another basic professional educational program of secondary vocational education as a student, the applicant submits a certified photocopy of a state-issued education document and a certificate from the educational institution where he is a student.

88. Students are enrolled in places under contracts with payment of the cost of training.

89. An admission order indicating the number of points scored in entrance examinations, both for budget places and places under contracts with payment of tuition fees and the basis for enrollment (without entrance examinations, out of competition or targeted admission), are published on the information stand of the admissions office commission and the official website of the college on the day of their publication and are available to users until December 31 of the current year inclusive.

Enrollment for budget places is carried out in the following sequence:

persons entitled to admission without entrance examinations in the following order:

Members of national teams of the Russian Federation that participated in international Olympiads in general education subjects and were formed in the manner determined by the Ministry of Education and Science of the Russian Federation;

Winners and prize-winners of the final stage of the All-Russian Olympiad for schoolchildren;

Champions and prize-winners of the Olympic Games, Paralympic Games and Deaflympic Games when admitted to study in specialties in the field of physical education and sports;

Winners of schoolchildren's Olympiads held in accordance with the Procedure for holding schoolchildren's Olympiads (if, by the decision of the college, depending on the level of the said Olympiad, the winners and prize-winners of the corresponding schoolchildren's Olympiad are given the right to be enrolled in college without entrance examinations for specialties corresponding to the profile of the Olympiad);

Prize-winners of schoolchildren's Olympiads held in accordance with the Procedure for holding schoolchildren's Olympiads (if, by the decision of the college, depending on the level of the said Olympiad, the winners and prize-winners of the corresponding schoolchildren's Olympiad are given the right to be enrolled in college without entrance examinations for specialties corresponding to the profile of the Olympiad);

persons entitled to admission without competition, subject to successful completion of entrance examinations, including additional entrance examinations, ranked in descending order of the number of points scored (with their indication);

persons who have successfully passed entrance tests, including additional entrance tests for places allocated for targeted admission, ranked in descending order of the number of points scored (with their indication);

persons who have successfully passed entrance examinations, including additional entrance examinations, who have preferential rights to enrollment;

persons who have successfully passed entrance examinations, including additional entrance examinations, ranked in descending order of the number of points scored (with their indication).

Persons who have a higher number of points scored in entrance examinations, including additional entrance examinations, are enrolled in the specialty, and in the event of an equal number of points scored - persons who have a preferential right to enrollment; in the event of an equal number of points scored in the entrance examination, in the absence or presence of equal preferential rights to enrollment - persons who have a higher score on the additional entrance examination of professional and (or) creative orientation.

90. After the deadline for submitting the original state-issued document on education, the director of the college issues an order for the enrollment of persons recommended by the admissions committee for enrollment under various conditions of the competition and who have submitted the original state-issued document on education.

91. If there are places left vacant after enrollment based on the results of the competition, the founder - the Department of Education of the Administration of the Vladimir Region, in exceptional cases, may grant the college the right to announce additional admission to specialties that are important for the development of the economy of the Russian Federation or the region from among persons with results of the unified state exam. In this case, enrollment in additional places must end no later than September 15.

92. Enrollment in the college for the basic professional educational program of primary vocational education, subject to availability of places, can be carried out until December 31 of the current year.

XI . Features of the reception of foreign citizens.

93. Admission of foreign citizens to college for training in basic educational programs of primary and secondary vocational education is carried out in accordance with international treaties of the Russian Federation and intergovernmental agreements of the Russian Federation at the expense of the regional budget (within the quota established by the Government of the Russian Federation), as well as under agreements with payment of tuition fees by individuals and (or) legal entities.

94. Admission of foreign citizens for training at the expense of the regional budget is carried out:

94.1. Within the quota established by the Government of the Russian Federation in accordance with Decree of the Government of the Russian Federation dated January 1, 2001 No. 000 “On cooperation with foreign countries in the field of education.”

94.2. In accordance with the Agreement on granting equal rights to citizens of the states party to the Treaty on Deepening Integration in the Economic and Humanitarian Fields of 01/01/01 for admission to educational institutions, approved by Decree of the Government of the Russian Federation of 01/01/01 No. 000, and other international treaties of the Russian Federation and intergovernmental agreements of the Russian Federation.

94.3. Based on the certificate of a participant in the State program to assist the voluntary resettlement of compatriots living abroad to the Russian Federation, who have become participants in the State program to assist the voluntary resettlement of compatriots living abroad to the Russian Federation, approved by Decree of the President of the Russian Federation dated January 1, 2001 No. 000 .

94.4. In accordance with the Federal Law of January 1, 2001 “On the state policy of the Russian Federation regarding compatriots abroad.”

95. Admission of foreign citizens specified in subparagraphs 9 of paragraph 94 of these Rules to college for education at the expense of the regional budget is carried out on a competitive basis, unless otherwise provided by the legislation of the Russian Federation.

96. Admission of foreign citizens to the college for study under contracts with payment of tuition fees by individuals and (or) legal entities is carried out within the number established by the license for the right to conduct educational activities, on the conditions established by the College Admission Rules.

97. Foreign citizens have the right to non-competitive admission and a preferential right to admission to college in cases provided for by the legislation of the Russian Federation.

98. Acceptance of documents for the first year is carried out within the following deadlines:

from foreign citizens specified in subparagraphs 94.1-94.4 of paragraph 94 of these Admission Rules, within the time limits established by paragraphs 31.32 of these Admission Rules.

Acceptance of documents from foreign citizens applying for training under contracts with payment of the cost of training by individuals and (or) legal entities is carried out within the time limits established by the Admission Rules.

99. When applying for admission to a college for the basic professional educational program of primary and secondary vocational education, the applicant presents the following documents:

a copy of the identity document of the applicant, or the identity document of a foreign citizen in the Russian Federation in accordance with Article 10 of the Federal Law of 01.01.01 “On the Legal Status of Foreign Citizens in the Russian Federation”;

the original of a state-issued document on education (or its duly certified photocopy), or the original of a foreign state document on education, recognized as equivalent in the Russian Federation to a state-issued document on basic general and (or) secondary (complete) general education (or its certified in accordance with the established procedure, a photocopy), if necessary, with a certificate of establishment of its equivalence, or originals of a document of a foreign state on education legalized in the prescribed manner and its annex (if the latter is provided for by the legislation of the state in which such a document on education was issued);

a duly certified translation into Russian of a foreign state’s document on education and its annex (if the latter is provided for by the legislation of the state in which such a document on education was issued);

copies of documents or other evidence confirming that a compatriot living abroad belongs to the groups provided for in Article 4 of the Federal Law of January 1, 2001 “On the State Policy of the Russian Federation regarding Compatriots Abroad”;

a copy of the visa to enter the Russian Federation, if the foreign citizen arrived in the Russian Federation on an entry visa;

All translations into Russian must be made using the first and last name indicated on the entry visa.

100. Foreign citizens entering within the limits established by the Decree of the Government of the Russian Federation of January 1, 2001. No. 000 “On cooperation with foreign countries in the field of education” quotas also represent the direction of the Federal Agency for Education.

101. Entrance tests for foreign citizens specified in subparagraphs 94.1-94.4 of paragraph 94 of these Admission Rules are determined by the college in accordance with paragraphs 45 and 57 of these Admission Rules and are carried out in the form established by the college.

102. The form and list of entrance tests for foreign citizens specified in paragraph 96 of these Admission Rules are determined by these Admission Rules.

103. If foreign citizens specified in subclauses 94.1-94.4 of clause 94 and in clause 96 of these Admission Rules present the results of the Unified State Exam in general education subjects included by the college in the list of entrance tests for the relevant specialty, the college takes into account the results of the Unified State Exam as the results of entrance tests for such general education subjects.

104. Foreign citizens who have the right to be admitted to study at the expense of the corresponding budget and who are winners and prize-winners of the final stage of the All-Russian Olympiad for schoolchildren are admitted without entrance examinations to college in specialties corresponding to the profile of the All-Russian Olympiad for schoolchildren.

The results of the winners and prize-winners of the final stage of the All-Russian Olympiad for schoolchildren are recognized by the college as the highest results of entrance tests ("100" points) in these general education subjects for admission to specialties corresponding to the profile of the Olympiad.

Foreign citizens - winners and prize-winners of school Olympiads are admitted to college in the manner approved by Order of the Ministry of Education and Science of the Russian Federation dated 01/01/2001 No. 000, as amended by Orders of the Ministry of Education and Science of the Russian Federation dated 01/01/2001 No. 000 and dated 01/01/2001 No. 92.

105. Enrollment of foreign citizens specified in subparagraphs 9 of paragraph 94 of these Admission Rules for places financed from the regional budget is carried out in the manner and within the time limits established by Chapter X of these Admission Rules.

106. Enrollment of foreign citizens for training under contracts with payment of tuition fees by individuals and (or) legal entities is carried out within the time limits established by the college.

107. Enrollment of foreign citizens entering on the basis of referrals from the Federal Agency for Education is carried out within the time frame determined by the Federal Agency for Education.

X II . Features of the reception of citizens for the purpose of training in integrated educational programs of secondary vocational education in the field of arts.

108. Admission to college for the purpose of studying integrated educational programs of secondary vocational education in the field of arts (hereinafter referred to as integrated educational programs in the field of arts) is carried out on the basis of primary general education based on the results of the selection of citizens with outstanding creative abilities in the field of arts and physical qualities , necessary for mastering the relevant integrated educational programs in the field of arts (hereinafter referred to as selection). The procedure for selecting citizens for admission to the specified educational institutions for the purpose of studying integrated educational programs in the field of arts (hereinafter referred to as the Selection Procedure) is established by the Ministry of Culture of the Russian Federation in agreement with the Ministry of Education and Science of the Russian Federation.
